The NDIS Commission is changing the way it checks the identity of providers that use the sector portals. Strong identity checks help to keep participants, providers and the NDIS systems safe against scams, identity fraud and data breaches. The main changes involve replacing older systems like Provider Digital Access (PRODA) with the new myID and Relationship Authorisation Manager (RAM). Additionally, some state-based providers, such as those in Queensland, are moving from a state-specific system to the broader national framework.
Starting from 7 December 2025, providers will need to transition from using Provider Digital Access (PRODA) to a combination of Digital ID (myID) and Relationship Authorisation Manager (RAM) to access NDIS Commission portals. Providers will continue accessing the NDIS Commission portals through PRODA during the transition period, scheduled to end by 30 September 2026. Following the transition period, the option to access the portals using PRODA will be removed.
NDIS participants who self-manage or engage plan managers to assist with management of their NDIS system and plan and access NDIS Commission portals for worker screening purposes will continue to use PRODA until further notice.
Transition from PRODA to myID and RAM
The primary transition affecting many Australian providers is the move from the legacy PRODA system to a new combination of myID and RAM.
- myID: This is the Australian Government’s Digital ID app, which secures an individual’s identity verification.
- Relationship Authorisation Manager (RAM): This service links an individual’s myID to their organisation, ensuring only authorised users can access government services.
For most provider staff, a standard identity strength in the myID app is sufficient. However, for principal authorities, a strong identity strength is required.
National Disability Insurance Scheme (NDIS)
- NDIS Commission portals: As of October 27, 2025, NDIS providers must transition from PRODA to myID and RAM. Full migration is scheduled for completion by September 30, 2026, after which PRODA access will be removed.
- NDIA provider portals: NDIS providers and their employees must switch to myID and RAM by November 10, 2025, to maintain access to NDIA portals.
- Action for providers: Providers can set up their myID account now and link it to their existing PRODA profile to prepare for the transition.
Queensland government services
- QGov to QDI: The Queensland Digital Identity (QDI) system replaced the older QGov system on April 6, 2025.
- Health Provider Portal: Healthcare professionals accessing the Queensland Health Provider Portal must now use QDI credentials instead of their old QGov login.
- Migration process: For a smooth transition, providers were advised to take steps such as consolidating old accounts, verifying details, and creating a new QDI using the Digital Licence app.
Broader government digital identity system
These sector-specific transitions are part of Australia’s wider Digital ID System, regulated by the new Digital ID Act 2024. Key aspects of this broader system include:
- Centralised regulation: The system is overseen by the Australian Competition and Consumer Commission (ACCC) and the Office of the Australian Information Commissioner (OAIC), with new laws providing strong privacy and security safeguards.
- No central database: The system is designed to avoid a single point of failure. Providers verify identity against existing government records without creating new, centralised data collections.
- Voluntary participation: Creating and using a Digital ID is voluntary for individuals. However, some government services accessed in a professional capacity may require a Digital ID.
- Phased expansion: While public sector entities are already participating, the system will expand to accredited private sector entities by December 2026.
